1. Fire presentation: Supervisor McCormick introduced Steve Larson, President of the Central Groveland Fire Protection District. Mr. Larson explained a little about how the district is operated. There are no regular meetings. There is a meeting in August every year to discuss a tax levy. This meeting is published and minutes are available.  There was lengthy discussion on response time. Trustee Feger inquired about partnering with East Peoria’s Fire department to reduce response time for the Groveland residents. Mr. Larson stated that placing a fire truck in town and more volunteers would help, but funding is a big hurdle. He also stated it’s still a viable option, but not going to happen soon. A new contract is needed. It seems that the Mayor and Fire commissioner are on board with this but there is no consensus with the board members in East Peoria. It might be helpful if the GrovelandTownship Board attended the weekly city council meeting in East Peoria. Mike O’Brien stated that there needs to be three councilmen in agreement. Trustee Shaw asked if there was a new draft contract now. Mr. Larson stated yes. Trustee Shaw also stated there needs to be more meetings with the Central Groveland Fire Protection District Board and would like to see the minutes of these and previous meetings. Supervisor McCormick spoke with Mayor Mingus and Fire Commissioner Densberger and the president and vice president of the firefighters union. It was stated that the voluntary fire unit in NorthernTazewellCounty needs to be dissolved and East Peoria take over. It would require more volunteers and more equipment. There was more discussion on continuing communication to move forward. Mr. O’Brien stated a contract needs to be finalized to get ready if needed.

 

    Library Contract: Supervisor McCormick introduced John RedlingSchafer, attorney for the township. He then explained briefly the rough draft of the library contract. Jean Ward stated that the library is a non-profit organization and expressed concern over some expenses. Frieda Herron questioned section 101 in the lease about bathroom privileges. Supervisor McCormick stated that rent will remain the same, one dollar per month and the library will accept utility responsibilities. Library will insure their contents and do their own housekeeping. The insurance clause will be removed from lease. Cliff Easton inquired about the security system in the new building.

Road Report: Mr. Risinger stated they were finally catching up. There were a few layoffs. The road program freed up more funds for the township.

 

Assessor’s Report: Mr. Hiller stated he was on track to finish the 2010 books payable in2011. Also received lot of calls pertaining to taxes.
