Elected Officials and Staff

Below are your elected officials and staff of Groveland Township.  Please feel free to join us at our monthly meetings,  which are held the third Monday of every month at 6:00pm, with the exception of holidays.  Check our calendar page for meeting dates and times.

Stephanie Stecken - Office Manager / Administrative Assistant

Stephanie Stecken
I have lived in Groveland Township my whole life, with the exception of two short stints - one spent in Woodford County and the other in Peoria County (and I am not taking about jails!!)  Before coming to the Township, I worked for the Kroger Company from 1980 to 1993, ending my career with Kroger on June 4, 1993, and starting my career with the Township on June 7, 1993. I have two beautiful twin daughters, and we all enjoy horseback riding, fishing, and just about anything outdoors.

John Shallenberger - Supervisor

John Shallenberger
I was born and raised in Pekin, Illinois.  I married my wife Debbie in 1973 and bought a house in Creve Coeur, where we raised our two sons.  We are grandparents to two grandsons and one granddaughter. 

​In 1999 I ran as a write-in candidate for the Creve Coeur Village Board as a Trustee, won, and served a four-year term.  I have also served on the Executive Board of UAW Local 974 and the Board of Directors for the UAW Senior Citizens High-Rise for over twenty years.  I retired from Caterpillar in 2016 with 43 years of service.

When Barb Hart passed away in January 2012, I was asked to finish her term on the Township Board as Trustee.  After finishing Barb's term, I was elected Trustee in 2013.  In April 2017 I was elected as Township Supervisor.  I will work with the staff and Board to keep Groveland Township fiscally responsible.

Jim McCool - Highway Commissioner

I moved from Morton Township to Groveland Township in 2012 and bought a house located not far from the Township Office/Road District.  I had introduced myself to the “then” Road Commissioner of the Township to gain knowledge of how our roads and right-of-ways were taken care of  in this unincorporated area of Groveland Township. During our occasional conversations the outgoing Commissioner had mentioned that he was thinking of retiring. So having 38 years’ experience in Road and Bridge construction, I thought that this would be a great opportunity to serve the community. I expressed my thoughts and desires to the outgoing Road Commissioner, along with the Township Board.

​When the time came the Board voted to appoint me to the position of Highway Commissioner beginning Jan. 1, 2015. It is my goal to keep our streets and right-of-ways in all the unincorporated rural areas that are under Township maintenance, in the best shape for the most cost-effective way so that the taxpayers of Groveland Township get the most for their dollars..

Nick Gauwitz - Road Foreman

Nick Gauwitz
Hi, my name is Nick, and I have lived in Groveland Township since 1989. I came to work for the Township as a seasonal employee back in 1994 while working as a snow bird for IDOT. In 2003 I came on board full time, becoming the Road Department Foreman in 2007. When not working, my brother and I farm the family’s farm. I also enjoy fishing, Cub’s baseball, Bradley basketball, and hanging around with my three children.


Joanna Fleckenstein - Town Clerk

I have lived in Groveland Township for 45+ years. I am married to Al Fleckenstein and we share our home with Gus, a miniature schnauzer, and Maggie, a kitty. We have been married for 11 years. I retired a year ago from OSF/INI after 38 years. I worked mainly as an Editorial Assistant but also “Jack of All Trades” for the Neurosurgery/Neurology departments.

I have served on the Creve Coeur Village Board, Zoning Board and Community Center. I am presently a trustee on the Creve Coeur Library Board.

​I thank Mr. Shallenberger and the trustees for their faith in me.  I know I am filling a very big void left by the previous clerk, but I plan to do the best job I can.

RaeLyn McCormick - Assessor

RaeLyn McCormick
I have been a resident of Groveland Township since 1998 and am very familiar with the area. I am a graduate of the University of Illinois - Springfield and spent 25 years in the social service field before changing careers. In 2008 I received my Illinois Real Estate Salesperson License and in 2012 earned my Illinois Real Estate Broker's License. I earned my Certified Illinois Assessing Officer (CIAO) designation in 2013. I had been working as the Deputy Assessor for the past year prior to my appointment as Assessor.

I understand the importance and responsibility of providing fair and accurate assessments to over 10,000 parcels of property in Groveland Township. I look forward to assisting the citizens of Groveland Township and plan to keep regular office hours when not out in the field assessing property. Kevin Bresnahan - Trustee

Kevin was born and raised in Pekin and is the oldest of six children. Kevin and his wife Debbie have two daughters and have been married 25 years. They live just outside of Pekin and have been in Groveland Township for 25 years. Kevin spent 18 years at Caterpillar Inc. as a Research Mechanic/Technician. He has been employed by the Illinois Department of Transportation as a Highway Maintainer for eight years. He is a 37 Farm Bureau member. He is a graduate of Pekin Community High School, Illinois Central College, US Army Ordinance School, and has his Bachelors’ degree from University of Illinois – Springfield in Management

Pastor Mike Turner - Trustee

I was born in Alexandria, Louisiana, on England Air Force Base. My family moved to the Peoria, Illinois, area when I was two years old. I spent most of my life growing up in the Peoria area, going to various schools in Peoria. I attended Woodruff High School and graduated in the year 1977. During my time at Woodruff I was active in the Key Club, where I leaned to do all kinds of service projects in the community. I was even able to chair a few of these projects as well. When I was a sophomore, I was selected by the American Legion to go to Boys' State where I studied government. I graduated on the National Honor Society. I was a carpenter for several years. I was hired by School District 150 and was there 26 1/2 years. I retired from Tazewell County in 2017.
I married my wife Lori in 1981. We had three children that are all grown and live in the area. My wife and I received Jesus in our lives in 1984 and have been serving in various ministries in the church ever since. We were Sunday School teachers, Primary church directors, Junior church directors, Youth Pastors, Pastors. We helped start a food bank in 1987, I took youth to camp as a director in 1985, we helped with Sidewalk Sunday School, where we took Sunday School to Harrison Homes, Taft Homes, and Warner Homes in Peoria. We are still Pastors of Christ Followers' Church.

We have lived in Tazewell County for 26 years and have been residents of
Groveland for 13 years, after moving here from Washington, Illinois, in 2007. Now my daughter and her family also live in Groveland as of 2020. Our church, partnering with Groveland Township, ran a food bank in Groveland for 10-11 years, supplying 120-130 families during that time. I filled in for a vacancy on the Groveland Township Board a couple of years ago and am now on the board again filling in for another position. I love serving the community and look forward to it.

My hobbies include fishing, hunting, kayaking, hiking, camping, basically anything out doors. I love God, family, community . . . I am dedicated to all these.

Darcy Lawson - Trustee

I reside in Pekin with my husband Chris and two children Garrett and Marshall. Born and raised in Pekin as the youngest of 4 children, I come from a long family history of involvement in township, city, and state government. I am a University of Illinois at Springfield graduate with a BA in Business Management in addition to a 22-year background in Real Estate, office management, and maintaining budgets. I look
forward to serving the tax payers of Groveland Township.

Roger Pentecost - Trustee

I have been married to my wife Joan for 39 years.  We have two children and two wonderful granddaughters.  I worked at Caterpillar for 27 years and then for Marquette Heights Police Department for 18 years, serving as Chief of Police for the last ten years, before retiring.  I look forward to continuing to serve my community as a public servant  and will strive to assist the residents of Groveland Township.
